Research shows that about 78% of 1,200 Americans surveyed in an online study agree that mental illness requiring ESAs is real. Another 81% believe that ESAs should be allowed on commercial airplanes, while only 40% believe that airlines should be allowed to ban ESAs for safety reasons.

It’s Ashley’s last week of puppyhood and her last days with Brittney Clark. She is the third Canine Companion pup Clark has raised from just eight weeks old.

“Renee” was first, then came Grams. Both are fully certified and working. “It doesn’t get any easier. If they tell you it’s gonna get easier Kathryn, they lied to you,” Clark said tearfully.

Yet, she keeps doing it, again and again. “I always go into it as they’re my puppy, not my dog,” she explained further.

They could find no fault with the violation notice, so that appeal was denied. And they could find no reason to issue a variance based on hardship.

“I appreciate the testimony,” Beecher said. “From an emotional stance, I see it, I’m a mother myself. But this hardship was self-created.”

In order to get a variance based on hardship, an applicant must meet four criteria. Wisherd and Beecher felt the family could have avoided this with a phone call to the township office to ask if Manchester Township allowed potbellied pigs to be kept as pets in residential areas.

Miniature horses are in, for now. But capuchin monkeys are on shakier ground.

The U.S. Department of Transportation said Wednesday that it will work to make sure “the most commonly used service animals (i.e., dogs, cats, and miniature horses)” are still allowed on flights, despite increased efforts by airlines to crack down on fraudulent assistance critters of all kinds.

Reports of maulings, allergic reactions, faked medical necessity forms and other abuses have poisoned the environment for responsible travelers who legitimately need service animals. The problems have spurred major airlines, including Delta, United and Alaska, to tighten their rules for psychiatric service animals and emotional support companions.

8News found while emotional support animals have some federal protections, they’re not the same as a service animal.

A service animal is defined as animal trained to do work or perform a task for someone with a disability and under federal law can enter almost anywhere.

Emotional support animals may provide medical therapy, but have no special training.

While federal law protects emotional support animals when it comes to housing businesses like restaurants, hotels and malls have a right to say no to these animals.
Recently, the airline industry has started to say no to some emotional support animals. They are now banning peacocks, hamsters other unusual support pets from boarding the plane.

The U.S. Department of Transportation (DOT or Department) is seeking comment on amending its Air Carrier Access Act (ACAA) regulation on transportation of service animals. The Department has heard from the transportation industry, as well as individuals with disabilities, that the current ACAA regulation could be improved to ensure nondiscriminatory access for individuals with disabilities, while simultaneously preventing instances of fraud and ensuring consistency with other Federal regulations.

Emotional / psychiatric support and fully-trained service animals can fly in the cabin at no charge if they meet the requirements.

Animals must be able to fit at your feet, under your seat or in your lap (animals to be seated on lap must be smaller than a 2-year old child). For safety reasons, you won’t be able to sit in an exit row when traveling with your service or emotional / psychiatric support animal.
